The stars on reviews. HSN, how low can you go? Options

Ratings are done on a 5 star scale, yet I see that on reviews that received less than a 5 star rating, HSN removes one of the stars on the scale. So if I review an item and give it 3 stars, the scale on my review will have 3 filled in stars and one unfilled star. What happened to that other unfilled star?

Hsn, you never fail to make me question why I do business with you. It really is making me feel like I need to shower after each and every transaction. The term 'shister' comes to mind.

I don't like it when a host says that it's a customer top-rated item, and when you later go to read the reviews yourself, you find that it wasn't rated all that high. d'oh!
